Abstract
In 2004, late Justus Mugaju and I imagined the establishment of a model university in Uganda to which all other universities would look up to for setting their ideal standards and measurements of their outputs. We agreed that he publishes a paper containing our thoughts, while I used the same imaginations to design the quality assurance framework
