Abstract
Decentralization is the shifting of power from the central government to the lower units of government. (Devolution of powers). Decentralization is aimed at providing local access to services advice and information. It allows decisions to be taken in areas which they affect. This main aim of the research was to find out the impact of FAL program in HAT District. The specific objectives being, to find out how learners’ needs in the F AL classes are identified in FAL in Hai district, to establish the extent to which monitoring and evaluation of FAL classes are done in Hai district, to determine the challenges to F AL implementation in HAl Sub county. The second chapter presents what other writers have written in regard to the research topic. The main concern being on what literacy, functional literacy and adult functional literacy is, how decentralization has affected the implementation of F AL and the extent to which monitoring and evaluation of FAL classes have been done. In the third chapter, the research methodology is presented where quantitative and qualitative data was collected and analyzed so as to gain an insight. Chapter four shows how the study was undertaken to assess how decentralization has affected the provision of FAL in KILIMANJARO REGION. The Data presented, interpreted and analyzed in this chapter was based on the research objectives. Lastly, Chapter five presents the discussion, conclusion and recommendations based on the major purpose of the study.
