Abstract
This research report was carried out to find the quality of primary education under UPE
programme, establish how UPE schools handle increased enrollment, service delivery and
how these schools ensure that children successfully complete primary cycle of education
in Mulanda Sub-county, Tororo District. The main instruments used were: Interview and
Questionnaires, Purposive sampling was used to select respondents, Quantitative and
Qualitative, approach used to collect data. Tables were used to analyze data using
frequencies and percentages. The findings indicated that the cause of low performance of
children was abnormal classes of children difficult to control by a teacher, automatic
promotion of pupils as UPE policy, under staffing and poor motivation of teachers among
others. The researcher concluded that UPE has not helped to achieve quality education
that neither has it helped retain children at school.
Based on the conclusion, the following recommendations were made to that effect-
The Government should re-visit the programme and thus, re-arrange the whole
programme for the improvement of the quality of Education. That the comparative
analysis be made with the successful countries and the same ideas be used to improve
UPE here in Uganda.
Government should improve infrastructure in UPE schools, adequately monitor and
evaluate the programme and should not mix UPE with politics.
