Abstract
The study was aimed at investigating the impact of Decentralization policy on the rural development in Jinja municipality. The objectives of the study were to establish the role of decentralization on rural development in Jinja Municipality-Jinja municipality, to establish the challenges racing Decentralization policy on rural development in Jinja Municipality-Jinja municipality and to determine the solutions to the challenges lacing decentralization policy on rural development in Jinja Municipality. The study used a core-lational research design which is descriptive in nature aiming at giving detailed account of views, impression. attitude and interpretation of issues on social welfare of the people. The researcher used questionnaires as the main tool 11w collecting data, under which different targeted group and respondents are studied in order to attain relevant data. Before going to the field for data collection, the researcher got a letter of introduction from the office of the head of department commissioning him to carry out the study with purpose. Respondents asked whether the federal and provincial governments need to invest in the supply of new units or the conversion of existing units into low-cost housing. Only 10% of the respondents disagreed to this issue. The respondent’s views are agreed with in the literature. Osborne et al. (1992) who noted that “federal and provincial governments should steer rather than row by mobilizing partnership with local people’s initiatives to solve the challenge and combined much that must be realized in this context. The study recommends the local government to improve in the capacity of the stakeholders involved in implementation of decentralization and facilitation of participatory planning especially of the established institutions 11w planning to facilitate the process as well as established a functional structure sustainable participator) planning. It was concluded that the practice of participatory planning in Jinja Municipality has relatively improved especially in areas of changed attitudes and behaviors, high participation at council levels by representatives, gender sensitivity among others and has opened a new track towards a more harmonious society. From the findings of this research, there is still little achievement in the areas of participation in the decentralized planning process especially on the part of community in Jinja Municipality. Also, the study revealed that Jinja Municipal Council Local government performance has continued to dwindle year after year. To further this study. the researcher identified some areas to be studied in respect to this disappointing trend of the Municipality.
