Abstract
The study inquired into the Impact of Decentralization on the Development of Kiruhura District. It was guided by Specific objectives of the study which included; To assess the benefits of Decentralization in Kiruhura District, to investigate the Challenges of Decentralization as Policy for Improving Service Deli cry in Kiruhura District and to examine the relationship between Decentralization and Development of Kiruhura District. The study used a descriptive research design and this research design normally describes events or things the way they appear in their natural settings. The study population was 60 respondents. The study used a sample of 30 respondents, basing on Krejcie and Morgan (1970) determination of sample size from a given population. The study found out that The majority were in the ages of 40 — 50 In regard to Gender the majority were male Concerning the Education level of respondents, the majority held a University degree performance facilitation is the major benefit of decentralization, staffing the health directorate is a benefit of decentralization in the district, adequacy of pre-service training for personnel is a benefit of decentralization in the District, there is lack of equipment and their maintenance in the district, there is no availability of equipment are not maintained in the district, the equipments requested for are not received in the district, there are no availability of supplies in the district, the state of working space is not good, there is a positive significant between decentralization and development. The study recommended In order to improve the quality of personnel, there is need to strengthen the lower administrative units Personnel quantity, quality and accessibility improvement requires to have a functional DSC, which is operational at all times. This will allow it to perform its duties of ensuring adequate and satisfied personnel for the district to fulfill its service delivery to the citizens. For better accessibility of personnel, extra funds should be mobilized to expedite construction of new rooms and maintenance of existing workspace. The study concludes that the improvement of personnel’s ability to know what they are expected to do on their jobs under decentralization led to improvement iii personnel quality as being focused in their performance. The quantity of the Health Directorate personnel in Kiruhura district was found to be lacking leading to overloading of personnel to serve the increasing numbers of clients and increasing numbers of health units, it also led to under staffing hence constraining service delivery.
