    The Plight of the Child Offender: An inquiry into the Mechanisms for the Protection and Rehabilitation of Juvenile Offenders

    This project discusses the legal mechanisms that the Ugandan legal frame work has put in place to enable the effective protection of juvenile delinquents. It is contended in the study that the rights of juveniles like any other children should be protected by an adequate and effective legal regime. The study analyses local, regional and international legal provisions to ascertain whether protection of child offenders is guaranteed there under. During the study it was found out that though the existing legal regime provides some protection to the juvenile, the legal regime is still inadequate and fragmented and therefore needs urgent strengthening. It is conclude with recommendations that the current legal framework on the rights of juveniles should be revisited and revised to create an enabling, strong legal regime devoid of inconsistencies and lacunae which greatly undermine the protection and rehabilitation of juvenile offenders.
