The study specifically investigated the level of entrepreneurship in Central Hargaisa, the level of social economic development and the relationship between entrepreneurship and social economic development. Data was gathered using a structured questionnaire from 250 respondents. The study found out that most of the people in the district have a high culture of entrepreneurship and are therefore likely to start private enterprises. It was established that most of the residents in Hargaisa district have access to loans from the micro finance institutions and are likely to set up private enterprises. It was found that the government and local authorities have put in place policies to encourage entrepreneurship. It was discovered that the local authorities in the district provide an enabling environment to the entrepreneurs and are therefore likely to encourage people to start up their private enterprises. It emerged that most of the people in the district have adequate knowledge to enable them start their own enterprises. Local authorities and government in the area do not give incentives to entrepreneurs; this is likely to discourage entrepreneurship. The study found that entrepreneurs in the district are constrained by lack of commercial banks. It emerged that entrepreneurship is constrained by lack of adequate infrastructure. The study concluded that to a fairly large extent, the community had high entrepreneurship culture and a stable level of social economic development. It also concluded that entrepreneurship has a significant influence on social economic development in Central Hargaisa. The study recommends that the stakeholders should plan towards strengthening entrepreneurship in the district. This can be achieved through provision of cheap credit, training, sensitization and incentives like tax holidays to the local entrepreneurs.
