Not only the communities were responsible for the implementation of the project, but also other stakeholders such as district council, agencies donors and the central government in general were very important in the implementation of the projects. Although the project was handled over to the locals, they still need technical and financial support from other stakeholders. The following stakeholders were considered in terms of their responsibilities to the project implementation. Community members as the beneficiaries, community leaders, politicians, community professionals, the government officials and administrators. Local councils and NGOs all of them had some degree of responsibility as far as resource management and project implementation was concerned. Teachers were respondents in any of the selected primary schools included in the study male or female teachers. Teaching staff with teaching experience ranging from one year and above. From the list of qualified respondents chosen based on the inclusion criteria, the systematic random sampling was used to finally select the respondents with consideration to the computed minimum sample size.
