    Budgeting and public debt management in Uganda:

    The purpose of the study was to investigate the impact of budgeting on public debt management in Uganda and the specific objectives of the study are; to establish the budgetary tools used at ministry of finance planning and economic development to determine the determine the level of public debt management in Uganda and establish the relationship between public debt management and budgeting in Uganda. The findings of the study showed that there are budgetary allocation tools used at ministry of finance planning and economic development since the respondents agreed to most of the statements that were used to measure this objective except that communication with all stake holders is not done in budgeting; the findings show that the level of public debt is high in Uganda. This is evidenced by the fact that respondents revealed that the public debt has been increasing in Uganda, the criteria for managing public debt is not strong and that public debt is not expected to decrease this financial year. The findings of the study further revealed that there is a positive relationship between budgeting and public debt management. This implies that an improvement budgeting increases public debt management. The study recommended that there should be communication with all the stakeholders in the process of budgeting, the government should form new policies like debt financing for reducing public debt as the findings revealed that the criteria for reducing public debt is not strong and that public debt has been increasing and that critical budgetary tools and procedures should be used in order to make sure that public debt management is generally reduced as the findings of the study revealed an improvement in Budgeting improves public debt management and vice versa.
