    In 1997, at a news conference in Nakasero, I asked President Museveni why his son Muhoozi Kainerugaba then a civilian, was mobilising Ugandans to join UPDF and personally recruiting scores of young people in to local defense units. Mr. Museveni gave a distinctly disingenuous answer.
