    Decentralization and social service deliver: a case study of lubaga division in Kampala Capital City Authority

    The purpose of the study was to examine the fiscal decentralization on the local government service delivery in Lubaga Division, Uganda. The research study was based on the following objectives: to examine the contribution of decentralization in service delivery in Lubaga Division, to analyze the effect of decentralization on effectiveness in the delivery of services in Lubaga Division, to analyze the problems that affect decentralization in the social service delivery in Lubaga Division, Self administration questionnaires and interview guides were used as means of collecting data from the respondents while conducting research. The researcher analyzed data through use of sampling and sapling techniques. Data was collected with both the aid of structural and non structured questions. Findings indicated that indicated that there were strategies by the central government and Education to allocate funds to the departments within the the district which acted as a source of finance to the different departments that helped in the delivery of LOs services in Lubaga Division; as well decentralization in the delivery of local government services involved shifting responsibilities for expenditure and revenue to low levels of government which led to ownership of the system of LOs services at cluster levels and the new system of service delivery was not enough to solve the problems of the previous system as indicate by majority of the respondents. There was work negligence as an effect to unawareness of the process in which these firms are identified by majority of the respondents. Therefore the process is expensive to maintain. The research finally recommended that all stakeholders, social services planners and the central government to promote decentralization and thus take control of the fict that fiscal decentralization only can be successful when the local governments expands their tax base and revenue sources that can be ideal to rise the required funds to facilitate decentralization positive returns in the delivery of education services. The research concluded that lt is evicted that fiscal decentralization has effects on the delivery of education services in the following ways that include.
