    The Public Procurement Management Process and Service Delivery in Rwanda Parastatals

    The study established the relationship between the management of the key stages in the public procurement process and identified the problems in the process which hinder effective service delivery. The study was a descriptive design and both quantitative and qualitative research methods were used to the opinions of individuals and groups. The population of the study was 143 and this included directors of units, tender committee members, RPPA officials and official from auditor general’s office. Quantitative data was gathered through questionnaires while qualitative data was generated from interviews with stakeholders. The findings of the study indicated that Even though there are approaches considered to enforce and implement procurement law in Rwanda, there are still some elements of corruption. Competition is not conducted in a fair and transparent manner. The contract management phase of the procurement life cycle often receives the least management attention and effort (at least until something goes wrong). In some of our recommendations, we stated that the evaluation criteria should be the same criteria that are spelled out in the bidding documents, which need to be met to satisfy the technical requirements. There should be a public opening of the tenders on the published date.
