Abstract
Freedom of expresswrt which connotes the right to hold opmwns without
interference and the right to impart, seek, and receive information and ideas,
regardless of form, content, or source is so fundamental for the functioning of a
democratic society in the sense. that it offers an avenue for the citizens to
influence their government. The right to freedom of association in most case
when exercised, is used as stepping stone for the enjoyment of the freedom of
expression as citizens come together to discuss and disseminate the infonnation
churned from the association, group or organizational get together meetings.
This report examines the right to freedom of expression and association m
Uganda from 1 995 to 2018. It first focuses on the nature of freedom of
expression and association, making a comparison of the international legal
instruments with the Ugandan legal framework and then turn to the
government's harassment of the freedom of expression and association. The
subsequent sections portray the. conclusions on the enjoyment of freedom oj'
association and expression and thereby, make recommendations for their full
realization.
