Abstract
Education in Kenya (FPE). which appears to be focused on the access goal. races many
challenges including large pupil-teacher ratios. shortage of' infrastructural. lack of
standards of academic achievement and limited rnonitoring and e,·aluation ot· teachinglearning
processes. There are no sound policies in place lo address these challenge,-,_
which are a threat lo the quality of education. Even a lier developing a sector-\\'iS e
approach to manage education. indicators show that quality of prirnary education is sti II
poor. Unless urgent rneasurcs are taken to address these challenges. the quality or
education is bound to degenerate. thus _jeopardi;;:ing the count1-y's dew:loprnent goals.
This study analyses Kenya·s Mbooni East district primary education. and upon reviewing
relevant literature on international practices or p1'(1,·iding quality education. some \esso ns
!'or Kenya are drawn. The study points out the importance of focusing on all \'actc ,rs
affecting education quality narnely: learner characteristics. an enabling context. enable
inputs such as teaching rnethods. class size. assessrncnt rnethods. teaching and learn i. ng
materials. physical inrrastructures and facilities. school governance and hurnan resmn- cc.
Countries that ha\'e focused on educational outcomes and paid attention to these actors
have seen quality 01· their prirnary education systems improve. Considering that the
literature suggests that the teaching and learning environrnenls at the school level can be
improved with scarce resources. the study recornmcnds that the governrnent could cx~-,loit
the existing resources. To enhance the quality or primary education in Kenya. the? study
rccornrnencls a review or the teacher training prograrnrne. establishrnent and rnonitc, ring
of academic perforrnance standards and cleployrnent or voluntary teachers on terrns less
than those on permanent employment.
