Abstract
The purpose of the study was to assess the effect of Youth participation in implementation of local government policies in Mogadishu Somalia. The objectives were to determine the state of youth participation in the local government in Mogadishu Somalia, determine the level of local government policies implementation in Mogadishu Somalia. Establish the relationship between youth participation and implementation of local government policies in Mogadishu Somalia and to examine the challenges faced in involving the youth in local government policies in Mogadishu Somalia. The study was conducted based on a descriptive research design were data was collected using questionnaires and interview guide from the respondents who were from Mogadishu Somalia. The results indicate that Youth participation and policy implementation in Mogadishu was moderate with the mean of 2.81 and 2.71 respectively while there exist a significant relationship between youth participation and policy implementation in local government (Sig=0. 10) and the challenges faced in involving the youth in local government policies in Mogadishu Somalia were high. The study conclude that the youth participation in the policy in terms of decision making, mobilization and sensitization and capacity building efforts of Youths are poor, the study indicate that there is need for interventions. On the second objective, the researcher concludes that local government policy implementation in Mogadishu Somalia is fairly well, the programs, procedures and regulations are limited in scope and need to be developed to enhance implementation of the policy in proper forms. The study concludes on the third objective that proper and directed youth participation can enhance the proper implementation of the local government policy. The youth need to focus more on the direction of the policy through support by the government to have a better environment of work. On the last objective several challenges are faced in the Youth participation in policy implementation. The lack of education, support and financial support constraints including proper mobilization need to be monitored. The study recommend that policy implementation initiatives be enhanced by supporting the youth in the creation of youth training and education for peace, youth clubs that bring togetherness, open the media for the people to have them allowed or granted opportunity to deliberate on the policy implementations, there is need for implementation of the local government policy need to be undertaken by very well designed programs, regulation and systems that will enhance effective application and implementation of the laws. On the third objective, the study recommends that there is need for improved focus on the youth especially in supporting their agenda especially those aimed at supporting the creation of the employment in the country, creation of youth fora that can generate the integration and cooperation for the prevalence of policy implementation were peace seem to be limited. The youth efforts especially those targeted at peace need to be more effective and handled in the business environment.
