Abstract
The study focused on assessing the effects of Monitoring and Evaluation on performance of public sector using a case study of Ministry of Mining. The specific objectives of the study were: to analyze the extent of influence of Monitoring and Evaluation Framework on the performance of Ministry of Mining in Tanzania; to examine how effective the role of M&E accountability contributes in promoting performance; to determine the relationship between Monitoring and Evaluation Framework and performance; and to explore the constraints in monitoring and evaluation in the Ministry of Mining in Tanzania. The study used case study research design which employed both qualitative and quantitative research approaches. A sample of 63 respondents was used. Questionnaires and interviews were used to collect data for the study. The findings of the study showed that, 50 respondents equal to 80.7% observed high influences of M&E on performance of Ministry of Mining, 9 respondents equal to 14.5% observed average while 3 respondents equal to 4.8% observed low influence. Also, 49 respondents equal to 79.0% agreed that M&E Framework Increases Value for Money on projects undertaken by the Ministry of Mining. 10 respondents equal to 16.1% strongly agreed, 2 respondents equal to 3.2% disagreed while only one respondent strongly disagreed. The correlation results show that, there was relationship between M&E Framework and Performance in MoM. From the test, the Pearson Correlation result was 0.781 which meant the relationship between M&E Framework and Performance of MoM was strong. Chi-square results indicated that, there was statistically significance (17.316) association between aspects on M&E accountability and performance of the Ministry of Mining. The study concluded that Monitoring and Evaluation had high influence on the performance of Ministry of Mining Tanzania. Therefore, Monitoring and evaluation should be emphasized in public sectors, Government to offer training or seminars to Monitoring and Evaluation personnel, the Tanzania Monitoring and Evaluation framework should be reviewed to make it more suitable to work with the public sector and the government should encourage institutions to control corruption since it is one of the leading constraints faced by Monitoring and Evaluation.
