Abstract
The Purpose of the Study was to establish the relationship between capacity building and staff performance within Rwanda Revenue Authority Headquarter, in Kigali Rwanda. The study also aims at testing the hypothesis. The study was guided by following specific objectives; namely to determine the profile of respondents in terms of Age, Gender, Job position, Work experience and Education level, to determine the extent of capacity building in Rwanda Revenue Authority Headquarter in Kigali, Rwanda, to determine the level of staff performance in Rwanda Revenue Authority Headquarter in Kigali, Rwanda and to determine if there is a significant relationship between the extent of capacity building and the level of staff performance in Rwanda Revenue Authority Headquarter in Kigali, Rwanda. The study used descriptive and co-relational design and adopted quantitative paradigm. The population was 100 employees of Rwanda Revenue Authority. A sample has been taken using Slovene’s formula. The sample of 96 employees was drawn and purposive sampling has been used and questionnaires and observations have been used as research instruments. The findings that the sample was dominated by male (57.3%) whereas female was few (42.7%). The study demonstrated that the majority of respondents are in the age range of 31-40 years (82.3%). It is showed that the majority of respondents have a Bachelor (91.7%) whereas working experience of the majority of respondents is 6 years and above (71.9 and employment position of the majority of respondents was staff (74%). The study concluded that the average mean of all indicators used to measure the extent of capacity building is 2.72 which is interpreted as high, the average mean of all indicators of staff performance is 2.88 which is interpreted as High The researcher indicate a positive significant that a significant relationship between capacity building and staff performance. The main recommendation for this study was that, all staff to be trained should be involved in professional training analysis for more objectivity.
