Abstract
The purpose of this study was to investigate the impacts of public sector reforms and service delivery in local government using Temeke Municipal council as a case study. The general objective was to investigate the impact of public sector reforms on service delivery in local government at Temeke municipal council, the specific objectives were to analyze the effects of public sector reforms on service delivery, to analyze the measures that have been put in place to achieve good service delivery, to analyze the relationship between public sector reform and service at and finally to analyze the challenges that are encountered when implementing public sector reforms. The study used descriptive, research design. It involved qualitative and quantitative research approach to analyze primary and secondary data, Purposive and simple random sampling was used to select 102 respondents. Questionnaires and interview were used to collect data. The study findings shows 65% of the respondents agreed that accountability has improved, 55% also agreed that services are prompt and timely, 60% of the respondents agreed recruitment has greatly improved and 60% of the respondents agreed that Technology has helped to improve service delivery. The study shows that there was a positive relationship between public sector reforms and service delivery at Temeke Municipal Council because the coefficient was found to be (1.063). The study recommended the municipal council of Temake to continually train its staff, sanitization of the locals on importance of paying taxes, give allowance as a motivation, recruit many staff, provide more stationary, introduced well functioning technological systems, buy more equipment, introduce more taxes, encourage more women to participate politically and look for other sources of income.
