Abstract
The study aimed at establishing the Implementation status of free
secondary education with a special focus on Kirinyaga East District.
The study adopted a descriptive research design. The study sought to
establish whether availability of physical facilities, adequacy of funds
and delayed disbursement of funds has any influence on the
implementation of free secondary education. Findings have been
analyzed using tables and other descriptive statistics, The study has
established that there are a number of challenges that have been
faced by implementation of free secondary education. These are delays
of disbursement of funds, the effects of global economic recession,
mismanagement, lack of financial management skills and other
emergent issues.
The study recommends that school managers be trained in financial
management and other stakeholders be involved in the implementation
of the programme.
The government should also reorganize the disbursement of these
funds so that they are released to coincide with the period during
which schools are in dire need.
