Abstract
This study is entitled Parents’ perception and Universal Primary Education policy implementation in Rusizi District, Rwanda. It was carried out to correlate parents’ perception and UPE policy implementation in Rusizi District in Rwanda. The objectives were(1) to determine the profile of the respondents in terms of age, gender, level of education and type of stakeholder; (2) to determine the level of parents’ perception on UPE;(3) to determine the extent of Universal Primary Education policy implementation in terms of enrolment and maintaining pupils at school as well as parental monetary and material contributions to school ; (4) to establish the relationship between parents’ perception and Universal Primary Education policy implementation in Rusizi District, Rwanda, The study tested the null hypothesis of non significant relationship between Parents’ perception and UPE policy implementation. A total population of 6600 parents was used and permitted to collect data from 377 respondents as a sample drawn from that population. The study employed descriptive survey, descriptive corelational and purposive random sampling. The study also used computer programmes like Microsoft Excel and SPSS and findings were presented in frequency tables and means. Means And percentages were used to determine the profile of the respondents; the mean was used to determine the extent of parents’ perception and the level of UPE policy implementation. Pearson correlation was used to establish the relationship between parents’ perception and UPE policy implementation. The findings indicated that majority of the parents were between 31-40 years old and the majority of them were female as compared to male parents. Most of them had A and ordinary level of education. The level of parents’ perception on UPE policy was generally good with a mean of 3.21.The extent of UPE policy implementation was big with 2.56. It was found out that the level of parents’ perception on UPE was significantly correlated with the level of UPE policy implementation with 0.952 r-value.The System theory of Adepoji and Fabiyi was upheld by the findings of the study
