Abstract
The study investigated the relationship between resource availability and utilization as correlates of academic performance in selected primary schools in Oyam north County, Oyam district of Uganda. 14 out of 56 primary schools were sampled. A descriptive survey design of the ex-post facto was adopted. The head teachers, heads of departments, teachers, local leaders and pupils were sampled. Questionnaires, interview guides and observation checklists were developed to collect data. The data collected were analyzed with the use of the Pearson Product Moment Correlation, frequency counts, means and percentages. The r value of failures is -0.090 at 0.76 significant. The study revealed that most of the resources required for effective teaching and learning are available in almost all the schools, but the utilization of these resources is a major issue to be addresses. The study further revealed that the textbooks which are supplied by the ministry of education are adequate but not very relevant for teaching and learning, and that only four subjects are being taught in primary schools while the rest of the subjects remain untaught. The study recommended that sanitary and storage facilities should be given priority in the government development plan, teachers should be scheduled using the shifting method like other departments, this therefore can be achieved through mobilization of adequate/suitable resources and effective monitoring of the utilization of the resources.
