Abstract
The study determined an assessment of community participation in waste management: a case of Northern Division, Mbale Municipality, Eastern Uganda. The study was guided by research objectives which included investigating the ways of community participation in waste management in Northern division, Mbale Municipality, identifying the challenges that hinders the community and authorities in Northern division, Mbale Municipality to effectively participate in waste management, and finding out the measures put in place by both the community and the local authority to improve community participation in waste management in Northern division, Mbale Municipality. The study used a case study strategy which was Northern Division Mbale Municipality and a descriptive research design. To achieve the set objectives the study used simple random sampling and purposive sampling in sample selection. A sample of 389 respondents was used who comprised of CDO, local leader, traders, community members, and opinion leaders. The findings indicate that community members were given chance to give their opinion on Waste Management, leaders participate in the planning of waste management, councilors discuss Waste Management plans with their constituents, council carries out regular surveys on the needs of its constituents, there was consultation with potential partners and stakeholders on issues pertaining to waste programs. In addition, the study indicate that local leaders mobilize the community to participate in waste management, local leaders encourage the community to subscribe to waste collections, youth, widows, women and disabled are involved in waste management programs, and formal and informal training are provided to the communities in northern division Mbale municipality. Besides, the findings reveal that recording performance of Waste Management was done regularly, tracking the level of Garbage collection is done on a daily basis in Northern Division Mbale Municipality, community participation in the implementation of Waste Management projects is promising, Northern Division Mbale Northern Division Mbale Municipality perform their role to have solid waste free town council, constant assessments and corrective actions are made through the community, information about waste is gathered using qualitative techniques like Focus Group Discussions, Northern Division discusses the findings and evaluates results on Solid Waste Management, and Northern Division invites participates to discuss Solid Waste Management issues. The researcher recommends that local leaders should sensitize the community on the importance of participation in waste management, provision of garbage skips, establishment of common points for garbage collection, introduction of fines to those who mismanage waste and introduction of community policing in waste management.
