Determinants of the effectiveness of technical vocational education and training (wet) institutions in Huye District, Rwanda

Abstract
The current study was carried out in Huye district of Rwanda to: Investigate how the relevance of Technical and Vocational Education and Training to the labor Market affects the effectiveness of Technical and Vocational Education and Training in Huye District Rwanda; to establish how the quality of Technical and Vocational Education and Training education affects the effectiveness of Technical and Vocational Education and Training in Huye District Rwanda; to examine how the Government Policy on Technical and Vocational Education and Training education affects the effectiveness of Technical and Vocational Education and Training in Huye District; and to investigate how funding affects the effectiveness of Technical and Vocational Education and Training in Huye District, Rwanda. The study employed a qualitative approach using oral interviews only that were administered to 58 respondents. Based on the qualitative data, it was found out from the oral interviews that Technical and Vocational Education and Training is very relevant to the labour market and it affects Technical and Vocational Education and Training’s effectiveness to a larger extent; that on average, the quality of technical vocational education and training in Huye district is good and therefore affects the effectiveness of Technical and Vocational Education and Training to a large extent; that the government policy on Technical and Vocational Education and Training in Rwanda is to promote them to create more job creators than job seekers, to fund them, to promote private investment in this area, however the implementation of the policy has some challenges, therefore, it does not affects Technical and Vocational Education and Training’s effectiveness very positively, and that funding was low and therefore, generally it affected Technical and Vocational Education and Training’s effectiveness negatively. It was recommended that though the quality of Technical and Vocational Education and Training education was good, there was need to make it better, the government to try her best to increase the funding of Technical and Vocational Education and Training institutions. The research work recommended young generation in Africa, V in general and in Rwanda, in particular to register in Technical and Vocational Education and Training institutions and get practical skills because it is very relevant to the labor market and thus leads to sustainable development. The study also recommended the Workforce development Authority (WDA) training of more qualified personnel to aid in the training of trainees in Technical and Vocational Education and Training institutions. This was due to the fact that there is no enough qualified people in the teaching of Technical and Vocational Education and Training related courses and it is a very attractive domain that requires straight knowledge to be more productive. The study recommended an increased funding in Technical and Vocational Education and Training studies as required by the ministry of Education. The study revealed that Technical and Vocational Education and Training had been underfunded and therefore there was need for government to increase funding if Technical and Vocational Education and Training is to grow alongside other formal educational system or even more.
