Abstract
This study on Transparency and Accountability in public procurement process in Uganda electricity Transmission Company Limited conducted with the main purpose of establishing the relationship between Transparency and Accountability in public procurement process in Uganda electricity Transmission Company Limited. The researcher carried out this study while being guided by four research objective that were oriented towards determining the respondents profile in terms of gender, age, level of education, and length of service, the extent of existing transparency in public procurement process in Uganda Electricity Transmission Company imited, the level of Accountability in public procurement process in Uganda Electricity transmission Company Limited establishing if there is a significant relationship between transparency and Accountability in public procurement process in Uganda Electricity transmission Company Limited. he studies employed correlation and descriptive correlation research design. The population of ~is study was 171 employees characterized by UETCL staff chosen basing on the level of management where they belong and length of service. Stratified random and purposive ~milling techniques were also used to obtain 120 respondents that acted as sample size and a purposed ended questionnaire with rating scale ranging from strongly agree (4), Agree (3), disagree (2) and Strongly disagree (1) was used to gather data from field. ~search findings revealed that the level of both transparency and accountability position its ~f at a moderate level with (mean=3.25 and 3.20) respectively. Results from Pearson’s Linear relation Coefficient confirmed found that the existing level of transparency is significantly ~d positively correlated with accountability in public procurement process in Uganda electricity transmission Company limited (r=0.993 sig=0.000). This implies that an improvement in transparency significantly improves Accountability in public procurement process in Uganda electricity Transmission Company limited by over 99% (r=0.993). Basing on these results, the ~ted null hypothesis is rejected at a 0.05 level of significance leading to a conclusion that any improvernent in the transparency of procurement process of UETCL by for example making it and merit based significantly and positively makes employees accountable of all results produced by procurement process by coefficient of 0.993 e researcher recommended that there should be Procurement rules should at least minimize confidentiality, state open bidding from pre-qualified suppliers as a principle, guarantee access information, and make sure bidding documents, procedures, evaluations and awards are publicly and timely available. They should also establish administrative review systems, foster objective evaluation criteria and provide structures for it. These rules should ensure that the ferment procurement functions and responsibilities (selection, quantification, product specification, pre-selection of suppliers and adjudication on suppliers) are divided among different offices, committees and individuals, each with the appropriate expertise and resources the specific function. Human resource department should at least address some of the immediate concerns of the if so that elements of corruption, selfishness and personal intrigue can be overcome.
