Abstract
Public procurement is a vice that is gradually taking shape in all departments. the procurement processes therefore are looked at by staff as a hindrance to quick accessibility to the health resources from amongst the service providers in terms of the documentation and aggregate time taken. In the study, the researcher endeavored to investigate the extent of the processes and the impact on the health care service delivery to establish the cost effectiveness as well as the efficiency of the systems. thereafter the study findings were used to suggest future applicability of the systems. The variables highlighted as inputs for the health sector procurements were the availability of medicines and medical supplies that are core to the department. the process involved looking at the sequence particularly; procurement planning, advertising and publication of procurement notices, the prequalification of the prospective suppliers, and having bid negotiations. this would lead to availability of medicines and supplies and also value for money achieved as outputs. a sample size of 167 health workers was drawn from the population of 288 across the district health facilities. the design was an exploratory research where qualitative as well as quantitative methods of data collection were employed using judgments, modes, means, correlations, and deviations. in the study, it was discovered that the standard procedures were
synchronologically followed. it was also discovered that the process was quite long and time consuming and tended to disregard the emergency situations in the health sector. In conclusion, the study highlighted the need to reduce on time frame and documentation of the process. the study recommended having the set of procedures cycle that are friendly to handle emergencies as well and also integrate the users in managing the procurement function.
