Abstract
Solid waste management is a discipline associated with the control of generation, storage, collection, transport and disposal of solid wastes. It includes all the necessary operations to remove solid wastes from the sources of generation to the disposal sites and the activities performed at the landfill to ensure environmental safety. Solid wastes should be managed adequately to conform to the best principles of public health and the environment and be responsive to public concerns and attitudes. Although solid waste management has remained the purview of the municipal authorities, it is important for the urban populations to participate in some waste management operations to augment municipal involvement and thus ameliorate the burden of increasing costs of management, inadequate transport and inappropriate disposal. Garbage is increasingly becoming a big problem in many cities of the world and Mombasa town is no exception. This research is from a study that looks at the natural practices or challenges for possible solutions of laws and policies for solid waste management system at county level in Mombasa County. This study places emphasis on domestic waste. This is because in Mombasa town this category generates substantial amounts of solid waste with consideration indiscipline. This study used many participatory approaches. Furthermore, in this county, it has a population of over 3,000,000 who produces 750 -800tons of waste daily. This waste is biodegradable, composed many foods related waste, non-biodegradable waste of which the main component is polythene bags. Among the challenges facing solid waste management are the activities of institutional framework to support and mobilize for active waste disposal and enforcement of legal laws and policies. As a result of there is little community efforts to reduce on the problem. The community themselves suggested the following solutions; the implementation of policies and laws concerning solid waste, community work, sensitization and reviving environmental communities.
