Abstract
This study examined the effects of procurement practices on project performance, focusing on the Salaam Road construction project in Dusamareb District, Somalia. The objectives were to determine the impact of technology integration, assess the effect of equipment utilization and maintenance, and evaluate how financial resource allocation influenced project performance. A cross-sectional research design was adopted, and data were collected using both questionnaires and interviews, which enabled effective information gathering from participants. The study targeted 320 individuals, with a valid response rate of 83%, yielding 148 usable questionnaires. Respondents were selected using a combination of random and purposive sampling techniques.
Descriptive statistics were used to summarize the data, while correlation and multiple regression analyses were employed to test predictive relationships. The significance of the regression models was assessed using ANOVA, and the coefficient of determination (R²) represented the proportion of variance in project performance explained by the predictors. The findings revealed that technology integration had a strong positive effect on project performance (mean = 3.21, SD = 0.89, F = 27.538, Sig. = 0.000). Equipment utilization and maintenance were also recognized as critical for enhancing project performance (mean = 3.61, SD = 1.71, F = 27.038, Sig. = 0.000). imilarly, financial resource allocation significantly influenced project outcomes (mean = 3.37, SD = 1.65, F = 26.538, Sig. < 0.05), highlighting the importance of adequate funding and effective budgeting. The study concluded that investing in technology, ensuring effective equipment management, and implementing robust financial planning were essential for the successful execution of construction projects in Somalia. The study recommended that stakeholders provide comprehensive training for personnel to utilize new technologies effectively, establish systematic maintenance programs, and develop strong financial management frameworks. This research contributed to knowledge by demonstrating how procurement practices enhanced project performance in fragile contexts and provided practical recommendations for project managers, government agencies, and development partners aiming to improve construction project outcomes in Somalia.
