Abstract
The study involved the use of qualitative and quantitative research design in collecting~ organizing and presenting data, where the analysis was based on the devolution of political authority and popular democracy under decentralization in Uganda The objective of devolution of political authority and popular democracy under decentralization in Uganda is to study in fair detail the law relating to. Decentralization and the policies that appertain it, to establish the success and failures of the elective system in the decentralization system. To analyses the aspects of political accountability as a major tool in participatory democracy and to identify key areas that has lacuna's democracy under decentralization would be effective give full powers to the local government in their jurisdiction during my research I found out that governance which is one of the major stumbling blocks to the development in the system. Government should follow the local government's rules in order to enable them develop and have their power as local government and not to be interfered with the central government
