Abstract
The study aimed at examining the relationship between the Decentralization and Education service in Ibanda Municipality, Ibanda District. The objectives of the study were; to find out the contributions of Decentralization in Ibanda Municipality. Ibanda District, to find out the possible challenges of Decentralization on Educational Service Delivery in Ibanda Municipality, Ibanda District, to find out how the challenges facing Decentralization can be addressed in Ibanda Municipality, Ibanda District and to find out the relationship between Decentralization and Education Service Delivery in Ibanda Municipality, Banda district. This study used Descriptive Research Design. Descriptive research design is a scientific method which involves observing and describing the behavior of a subject without influencing it in any way. The study also employed both quantitative and qualitative approaches. Quantitative methods was used in data collection and analysis and general information on the subject matter was collected from the different stakeholders involved in the study. The qualitative approach was used on Decentralization and Educational Service Delivery. The study was a descriptive and analytical research design. The study aimed at finding out the relationship between Decentralisation and Education Service Delivery in Ibanda Municipality, Ibanda District. The researcher identified topic which was approved by the supervisor. The sample size consisted of seventy-three respondents. The data was collected using structured interview guides and questionnaires. The active age group of the respondents were between 31—40 years with 47.6°o response which was followed by 41-50
years of age with 28.7% response from age group 21 30 years the response was 19.0% and for 50 years above was 4.8% respectively. Most of the respondents in the age groups mentioned above
were aware of Decentralization system with 95.2% (YES) and 4.8% (NO) expressing totaI
ignorance about the existence of the system. The study findings showed that few Educational
units, few qualified Educational workers, few scholastic materials and educational equipments, poor Educational information, inadequate accommodation for staffs among others as the challenges and building more Educational units, training more Educational workers and employing them, bringing more scholastic materials to the Educational centers and teaching people about Educational programs as the solution to Educational Service Delivery if people are to get the quality modern Educational service in Ibanda Municipality. The study recommended the government of Uganda to train more teachers, educational inspectors and employ them to different schools with limited number of educational workers.
