Abstract
The purpose of the study was to assess the effectiveness of local government in the delivery of social services, in Kiyuni sub county Mubende District. It was based on the three objectives; to examine the factors affecting social services delivery in Kiyuni Sub County, to analyze the effects of poor service delivery to the people and to identify recommendations that could assist to improve service delivery in enabling people of Kiyuni Sub County to access quality services from the Local Government It was based on a cross section and descriptive design because of the qualitative nature of the study. Both quantitative and qualitative approaches was used in data collection and analysis and general information on the subject matter was collected from the different departments of the among employees in Kiyuni Sub County. Qualitative design was involved in-depth interviewing of the departmental manage, A random sampling system used in the study. Interviews and Questionnaires were used to collect primary and secondary sources of data from 45 out of 54 respondents, using simple random sampling. Data analysis was done using SPSS’s frequencies and percentage means. Finally the report looked at the study results and gave the discussion of each finding. Therefore, here, data anal~ sis, procedures and response rate are focused on. The analysis revealed that effectiveness of local government in the delivery of social services, in Kiyuni sub county Mubende District has improver!, According to the objective one, findings together with the related literature, the following recommendations must be taken seriously. The researcher also obtained information from interviews to find out whether the social services, on which the funds are allocated, were mainly to Local Governments and 40% was on salaries and the rest on other services that would help the grass root people hut was marked to be poor and low, According to the objective two, Quality of services delivery in reaching people on grass root level the findings table 4.3 shows that 8(17.2%) respondents strongly agreed that the quality of services rendered to local people by local Government is good, 28 (62.2%) respondents agreed while 3 (6.7%) respondents were neutral. On the other hand, only one respondent] (2.2%) disagreed while 2 (6%) showed strongly disagreed. This was interpreted to mean that most of the respondents agreed. According to the objective three, to identify recommendations that could assist to improve service delivery in enabling people of Kiyuni Sub County to access quality services from the Local Government indicates that, the findings in the table 4.7 indicates that the kind of sectors which were under staffed inappropriately\J staffed, the results showed that 10 (2.2%) strongly agreed that it is health. 20 (44.4%) agreed that it is education, 9 (29.0%) were neutral while one respondent (3.2%) disagreed with emphasis on education as the monthly affected area where the money is inadequate and only 3 respondents
(3.2%) strongly agreed that it is water. This implied that many respondents believed that social service delivery by Local Government is greatly affected. We obtained the findings and analyze the data by use of tables (hypothetical) and charts which helped to present data and arrive at conclusion and recommendations. This piece of work has been compiled and is presented in a very simple language easy to understand, a lot of terminologies have been avoided. I therefore welcome you to have a humble time in reading this work. There are new and knowledge building findings in the work, a lot of inspirations.
