Abstract
The study was conducted to determine the effect of smuggling on the progress of Universal Primary Education programme in Busia District and especially children who are under age (18 and below). In review of related literature, all secondary sources viewed relevant to this study were used and these formed chapter two of the study. The methodology entitled a descriptive survey design with both qualitative and Quantitative procedures. Purposive sampling method was used in the selection of respondents that is, the pupils, teachers and head teachers of selected schools in Busia Town council. The research instruments used to gather data from pupils, teachers and head teachers were self questionnaires, data from key informants and interview guide. Data was analyzed and the findings were presented in percentages and qualitative data was analyzed using content analysis. Having noted the findings of study in Busia Town council schools, the researcher has a feeling that a further study should be conducted to determine the impact of smuggling on the U.P.E programmes.
