Abstract
The study aimed at assessing the impact of Budget Implementation on Service Delivery in Ibanda Municipality Ibanda District. Other purposes included finding out the sources of funds (revenues) to cover up the budgets and the challenges facing budgeting and service delivery in Ibanda Municipality Ibanda District, finding out the different services that must be delivered to people in Ibanda Municipality ibanda District, finding out the importance of budgeting in Ibanda Municipality Ibanda District and find out the relationship between budgeting and service delivery, the study answered questions like; What are the sources of funds (revenues) to cover up the budgets and the challenges facing budgeting and service delivery in Ibanda Municipality Ibanda District?, What are the different services that must be delivered to people in Ibanda Municipality Ibanda District?, Is budgeting of any importance on service delivery in Ibanda Municipality Ibanda District? and What is the relationship between budgeting and service delivery in Ibanda Municipality Ibanda District?
The sample size was determined by using the formula by Kelsey of (1996) N - Z2 P (LP) and the researcher has come up with a sample size of one hundred (100) According to the interviewees in the organization and also according to Green (2008), unconditional grant is normally given to all local governments to finance projects agreed upon between the central and local government such as local government management service delivery programmes (LGMSDP),
The sources of funds to cover up the budgets that is conditional grant, unconditional grant, equalization grants and local revenues are provided and Ibanda municipality have benefited from all sources. However corruption has become a challenge facing budgeting and service delivery in the organization. The researcher recommends that there is a need to ensure effective budget implementation at the organization level and in all local governments. They should be facilitated through capacity building, robust systems and processes, prioritization close monitoring and evaluation. All stakeholders should get involved in budget execution to enhance the overall budgeting plans.
The researcher further still recommends to the local government of Ibanda district to evenly distribute funds to all sectors that is health, education, agriculture, transport and communication and many others than putting more funds on one sector against the other in order to ensure equal development in Ibanda Municipality.
