dc.description.abstractDue to intense competition within the industry, there is need for ministries to capture a wider market in order to remain sustainable. This has to be through investing in managerial research. Most ministries, policies and procedures as regards to their effect is not a major issue. But you find it's a necessity. The research will help to identify the factors affecting the purchasing policies and procedures within the public institution, examine the professionalism applied within the ministry. Creates a way out of how purchasing policies and procedures can be improved, helps discover implications pertaining to purchasing policies. The researcher discussed management strategies applicable in the ministry. It is also necessary that managers analyze the competitive environment in order to enable them build into success. A further out look of ministry in general with emphasis on their mode of operation and the need for improvement. The researcher through the use of tables and graphs as well so as to give clear explanation and analyze the findings. It is because of this scenario that the researcher is interested in finding out and commenting on what can be done to rectify the situation as to why the ministry of works and transport and communication (supply and procurement department) is not at opposition of employing relevant policies and procedures to improve the situation Finally, recommendations to the existing gaps like staff using ministry cash for personal gains like Money for acquiring materials, long lead times and many othersen_US
