This study concerns the problem facing free primary education such as inadequate teaching personnel, teacher distribution, gender disparities, poverty, political interference, immorality, bad peer groups, drug abuse among others. It is also an investigation of how effective this problem can be solved . The researcher gives various methods in collecting data including questionnaire, interview, and observation ,he particularly commonly used a questionnaire because it is more advantageous over the others. In selecting the sample, the researcher decided to use six schools and parents to represent the population. For the success of free primary education, there should be a combined effort and management of all the stakeholders including the government and the non-governmental organizations.en_US
