Abstract
The purpose of the research was to determine the impact of public procurement reforms on
service delivery using KyanDLG as the case study. The objectives of the study are; to
determine the influence of amendments on thresholds on service delivery in KyanDLG to
evaluate the influence of introduction of force account on service delivery in KyanDLG and
to examine the influence of amendments on administrative review process on service delivery
in Kyankwanzi district local government. Data was collected using structured questionnaires
and interviews which were administered by the researcher through a drop and pick technique
and it was descriptively analyzed. The findings of the study showed that cumulatively, 80%
the organization have implemented the reforms so as to enable them manage the delivery. A
study by Paul et al. (2008) also indicated that service delivery measuring was very critical in
providing the right framework for enhancing quality in the organizations. The respondents
were also required to state whether they had any means of monitoring the implementation of
reforms. Cumulatively 80% the organization monitored the quality of service. The study also
found out that conducting procurement audits was a very common practice within the
organization, with 40% implementing to a great extent and 40% to a very great extent. This in
most cases involved frequent visits to the premises and evaluating operational procedures
followed. Conducting procurement audits as explained in a previous study by Andrew (1994)
helps to understand better what is expected without compromising. Public procurement
reforms are usually aimed at improving the capability of time delivery. The study
recommended that Management of KyanDLG should put in place a measure to explain to all
procurement practitioners within the organization the impmtance of human effmt in the
timely service delivery of the amendments, KyanDLG should put in place measures to
monitor the administrative activities performed during the amendments so as to prevent any
administrative delays within the process, measures must be put in place to make sure that the
stipulated timelines by the procurement plan of the KyanDLG are strictly adhered by
procurement practitioners during the amendments also, KyanDLG should make a claim with
the ministry of finance to allow the entity tender committee meetings to be chaired by Chief
administrative officer ofKyanDLG rather than minister. This will go a long way to drastically
cut down on the delays in granting of approvals caused by the absence of the minister and For
further research, this paper recommends that similar researches on the topic; public
procurement reforms on service delivery in the other various public institutions (ministries,
depatiments and agencies)in the country are conducted in order to fully ascertain what the
real situation in the whole country (Uganda)
