The success of education service delivery is that if tax payers are compliant, the revenue collected from them can be put into proper use and eventually such gestures would benefit the local community. the researcher recommended that the government should enhance training to both councilors and local authority employees on fiscal decentralization policy so as to improve the impact of the fiscal decentralization policy on education service delivery. Fiscal decentralization policy should be comprehensive to cover both system structures, processes and the people that are involved in the adoption and implementation. the reforms should bring change and empower the demand side “people first” approach in education service delivery.en_US
