Basing upon the above generalizations, the researcher recommended that organizations’ investment in Human Resources Skills should not be focused on trying to forecast what employee skills they will need to accommodate future strategic, technological and marketing changes, rather, they should focus on having sufficient variety in their skills so that they have an increased chance of adapting to change that cannot be foreseen. Hence new management practices to reform the system in public sectors. In the same way, skills development schemes should be given priority as there is no meaningful organizational development without workforce adequate skills.
