dc.description.abstractThis study was carried out in Kibiga Sub County. This sub county is situated in Kiboga district central Uganda, the research analyzed the contribution of the decentralization policy in the community members of Kiboga district, it was aimed at assessing the achievements of decentralization, the challenges facing the policy, and the possible measures to such challenges. Both qualitative and quantitative methods of data collection were used to allow the researcher have a deeper analysis from all angles and give a complete description of the findings. The quantitative methods were in form of interview schedules which was to be pre-tested and pre-coed with closed and open ended questions administered by the researcher during the study. On the other hand the qualitative methods involved description of respondent's procedure and behavior patterns as well as their knowledge about the achievements and challenges of decentralization. These were captured using structured and predetermined list of questions asked to all the interviews in the same order and supported by the recording of the observations made. It was found out that there were various achievements of decentralization like the increased community participation, improvement in gender quality among others while on the other hand many challenges were found out hindering the decentralization process like the lack of knowledge in participatory skills among local people, poverty, administrative challenges and others however, various recommendations were put forward to improve on the smooth running of the decentralization process like building the technical capacity of the local people, establishment of a strong partnership among different stakeholders and allowing the communities to actively participate in their affairs.en_US
