Abstract
The study aimed at establishing the impact of Decentralized Procurement on performance at
Entebbe Municipal Council. The objectives of the were; to establish the impact of contract award
clll contract performance at EMC. to examine the impact of competitive tendering on contract
performance at EM C. to lind out whether contracts monitoring impacts performance at EiviC.
Descriptive research was used to assist the researcher to collect data ii·om a population by way of
observation. description. recording. analyzing and reporting the conditinns operating at that
moment. This design assisted to describe features. behaviors. attitudes and principles of the stud)
suecessfully applied the design chosen in the similar studies. The study flOpulation consisted of
I 00 staff members of Efvl C from d i ITerent departments for instance product i un department. 11 orks
department. engineering department, procurement and disposal unit/ department, finance and
accllunts department and the health department. The letter was obtain~d ii·om the Head of'
Department of Human resource and Procurement supplies from the College of Economics and
i\l:magemcnt. It 1vas taken to the Entebbe Municipal Council which allmvcd the researcher to
carryout research in the organization. then after analyzing the data the questionnaires were
d~stroycd so that collected information will not be seen by unauthorized person or people. From
the· analysis. the study found out that, the m:\iority of the respondents were not sure and <>tron[,d)

majority of the respondents disagreed with the statement that E.lvi.C account l{lr full delivery of
:ill contract requirements. The study found out that majority of the respondents disagreed with the
statement that contrncts awards are on competitive bibbing basis at E.M.C. it was concluded that
decentrnliz:llion of procurement and disposal entities was initiated against the back drop of lack of
nccountahility and transparency and absence of a culture of value of' procurcnwnt and disposal.
11ith the incre:1sed grunts from the Centre to the local government as a result of' the decentralization
policy. The study recommended that the proctwement of goods. services and 1\ork in local
governments should be carried out in accordance with the I'PDA /let 2003 and the local
government Act 1997 section 92 and the local government financial regulation 1998 part IX.
