Effectiveness of decentralization policy on social service delivery: a case study of Hoima municipality

dc.description.abstractThis research aimed at examination of the effectiveness of decentralization policy on social service delivery. The study was based on three specific objectives that is; to explore the types of social services delivered through decentralization in Hoima Municipality. To examine challenges to decentralization policy in delivery of social services in Hoima Municipality and to examine the relationship between decentralization and social services delivery in Hoima Municipality. Various authentications were reviewed to compare study findings and what other researchers had in relation to the three specific objectives of the study. The study used a used quantitative research approach because it helped to quantify data and generalized results from a sample to the population of interest while qualitative approach was preferred by the researcher because it helped in capturing non quantifiable insights of the study. The population of the study was the key informants in Hoima Municipality and local leaders. Basing on Slovenes Formula of sample size estimation, a sample size of 109 was used although 63 were retrieved due to reasons expressed in the introductory part of chapter four. Data was therefore collected basing on both primary and secondary sources. In regard to ethics governing an educational research, an authority letter was collected from the I-lead of Department for Public Administration and in return, Hoima Municipality guaranteed the researcher to collect data with proof of an Acceptance Letter. Hence the study recommended strict evaluation of the performance of local leaders under decentralization, this should be done by the Public accounts committee of Uganda governing local governments and this will help to reduce on the issues arising from corruption and lack of accountability in rural areas. In conclusion, the study ably achieved its objectives and the researcher can conclude that this system of governance has played its role to make social services delivery a success in local areas allover Uganda despite the loopholes like lack of accountability, inadequate funds and corruption especially in the local leadership.
