Abstract
The study sought to examine the effect of contract management on procurement performance of local government in Bosaso, Puntland, Somalia. The study objectives are to determine the effect of contract creation on procurement performance of local government. To assess the effect of contract implementation on procurement performance of local government and to examine the effect of transparency and accountability on procurement performance of local government. The study employed descriptive survey research design with targeted a population of 141 and a sample of 104 respondents. Regression analysis was employed to achieve the study objectives. The study findings revealed that contract creation has strong significant effect on procurement performance of local government in Bosaso (Adjusted R2=.853, p=0.000). The study on effect of contract implementation analysis findings revealed that there is a significant effect between contract implementation analysis and procurement performance (Adjusted R2=0.940, p=0.000). The third objective further revealed that has a significant positive effect on procurement performance of local government in Bosaso (Adjusted R2=0.734, p=0.000 < 0.005). Therefore, all the three hypotheses were accepted. The study concluded that transparency and accountability, contract creation and contract implementation all have positive significant effect on procurement performance of local government in Bosaso. The study recommends that the local government should prioritize the clarity and specificity of contract terms and conditions. Clearly define the rights, obligations, and responsibilities of each party to avoid misunderstandings and disputes. Incorporate detailed specifications and performance requirements to facilitate smooth implementation and evaluation of the contracted work. The research recommends that there should be establishment of mechanisms to enforce contract compliance and hold contractors accountable for meeting performance standards. Regularly monitor and assess contractor performance against agreed-upon deliverables, milestones, and quality requirements. It is recommended that the local government in Bosaso establishes comprehensive accountability and transparency measures to develop and implements mitigation methods for various procuring activities. This study made a significant contribution to the existing body of knowledge on procurement performance by examining the relevance of contract implementation as a measure of contract management. It addressed the gap in the literature by providing up-to-date findings, as previous studies on this topic were out-dated. The research shed light on the relative importance of different variables studied, including contract creation, contract implementation, and accountability and transparency, in relation to procurement performance. By analyzing and comparing the findings, the study revealed that contract implementation was a highly relevant construct influencing procurement performance, while accountability and transparency were identified as the least contributing factors. These findings challenged the conventional belief and provided valuable insights for procurement professionals and organizations.
