dc.description.abstractA good education is highly valued in society. The process of education begins in an institution of general education and its efficiency largely contributes to the success in the learner’s further periods of life. There have been many problems with the administration of Primary schools lately. On the one hand, teachers are not content with their salary, increasing workload, shortage of teaching aids, etc. (Tohver, 2004; Kivine, 2004; JOemaa,2004). On the other hand, they are required to be highly professional and committed in order to teach pupils better so that they would show better results at the national examinations. The ranking of schools based on the results of national examinations and public discussions on which school is better and which is worse, increases the tension even more. School administrators are therefore in a complicated position and it is difficult to find a way out.en_US
