Abstract
The research work was titled “Examining the effect of Procurement officers on organizational
performance, a case study of WFP in Uganda. The research work was organized into five
coherent chapters. Chapter one was basically the introductory part of the research work. An
extensive literature on the research work was piled up at chapter two. Methodology such as the
use of questionnaires and interviews were used to collect data for the research.
Interesting findings such as problems faced by procurement professionals in WFP were
discovered from the research. The challenges were divided into; internal and external changes.
Internal challenges found included: existence of many accountability centers; long and
cumbersome procurement procedures; and lack of early involvement in decision making.
External challenges included: inadequacy of local supplies; fluctuating prices for the supplies;
lack of clear-cut policies on procurement in Uganda; political instability; pressure from suppliers
to induce procurement managers; and foreign exchange.
The findings revealed a strong relationship between procurement officers and performance of
WFP in Uganda at 72%. This strong relationship was supported by the benefits that accrued from
procuring of goods, works and services such as; better utilization of funds, effective contract
management, negotiating and administration of .the best deals, and maintaining productive
supplier relationships.
Recommendations were made against each of the challenges and the study suggested other areas
for further studies such as: Impact of bureaucratic tendencies on procurement performance; and
Challenges caused by political instability on the procurement function
