Abstract
The study was conducted to establish the contribution of Decentralization on Rural Feeder Roads Maintenance in Kanungu District. The objectives of the study were: To establish the effect of political decentralization on rural roads maintenance in Kanungu District. To identify the effect of financial decentralization on people‟s participation in rural roads maintenance in Kanungu district. To identify the effect of administrative decentralization on ownership of rural roads maintenance in Kanungu District. The study used a cross sectional survey design with both qualitative and quantitative methods of data collection and analysis. The tools used in data collection include questionnaires and interview guide. The collected data was analyzed using simple computer packages, frequency tables, interpreted and conclusion was made. The findings of the study revealed that Hypothesis one (H1)- to identify the contribution of political decentralization on people‟s participation in rural roads maintenance in Kanungu district. This finding is contrary to the findings of previous scholars. Gaspar, Tausi et al. (2014) established that political decentralization helped to ensure efficiency and/ or legitimacy in projects implementation. . The findings of the study revealed that Hypothesis One (H2) to the effect that financial decentralization has a positive significant influence on rural roads maintenance was confirmed. This finding is consistent with the findings of previous scholars. For instance, Veronesi and Keasey (2009) who established that financial decentralization provided ample flexibility and room for interpretation given to local bodies in terms of the implementation of the principles contained in the policy-umbrella. The findings of the study indicated that Hypothesis Three (H3) to the contributions of administrative decentralization on ownership of rural roads maintenance in Kanungu district has a positive significant influence of rural roads maintenance was supported. This finding agrees with the findings of previous scholars. For example, Ordenes et al. (2014) established that the administrative decentralization has the ability to provide timely information which is a prerequisite for successful co-creation processes. Veronesi and Keasey (2009) revealed that the administrative decentralization voice had positively contributed to bridge the gap between the activities of the board with those of the rest of the giving adequate prominence to public views/concerns.Cengiz (2010) established that administrative decentralization value feedback influenced performance of local government organisations.
