Abstract
Achieving efficiency in public procurement planning is an ambitious task, as procurement
faces numerous challenges. especially due to the market structure. the legal flamework and the political environment that procurers face. Poor procurement planning has been one of the major stumbling blocks to the economic development of Africa and it has been clear that a number of African countries have not paid adequate attention to the proper management of public resources.
