Abstract
This study investigated school board governance and capacity building in selected public secondary schools in Bukoba Municipality, Tanzania. The study was based on the following research objectives: To determine the profile of the respondents in terms of age, gender, education level, experience and position held; to determine the level of school board governance in public secondary schools; to determine the level of capacity building in public secondary schools; to determine if there is a significant relationship between the level of school board governance and the level of capacity building in public secondary schools. The study employed descriptive correlation design; Data was collected using non standardized questionnaires. Data was analyzed using frequency counts for the profile of the respondents and mean for the levels of school board governance and capacity building; correlation coefficient was used to determine the relationship between the level of school board governance and the level of capacity building. The study established that there was low level of school board governance and capacity building in these schools. It also found out that there is a weak significant relationship between the level of school board governance and capacity building. A positive hypothesis was upheld that there is a significant relationship between school board governance and capacity building and Fredrick’s Scientific Management theory was proved relevant. Recommendations were made that school board members have to be empowered. This was a view that it would help improve the overall performance of the schools in the area and that it would also help to improve the image of the schools as they are well known for their poor National Examination performance.
