| dc.description.abstract | The study investigates the Protection of the Ozone Layer; An Examination of the Existing Legal Framework in Uganda, the study was guided by four objectives including; to establish the various causes and effects of ozone layer depletion to the environment, to analyze international legal framework on the protection of the ozone layer in Uganda, to investigate the various African and regional laws on ozone layer protection, and finally to scrutinize the role of the existing national policy and legal frameworks for ozone layer protection in Uganda. The research looked at the various international, regional and national legal framework governing the protection of ozone layers. The study also investigated the causes, effects and challenges affecting ozone layers in Uganda. The study analyzed the various conventions including the Bamako Convention, the Montreal Protocol on Substances that deplete the ozone layer, the Vienna convention for the protection of the ozone layer (1985), the Kyoto Protocol and the regional including the Cairo declaration on managing Africa's natural capital for sustainable development and poverty eradication, the Bamako convention on the ban on import into Africa and the control of transboundary movement and management of hazardous waste, the African Nuclear Weapon Free Zone Treaty, the East African Community Act and national including the Constitution of Uganda and the NEMA Act and the National Environment Management of Ozone Depleting Substances and Products Regulations. The study recommends further financial assistance to developing countries to enable them adapt to climate change as well as their active participation in climate mitigation and adaptation strategies because their emission levels are steadily increasing. It also recommends changes in the enforcement and compliance mechanisms under the Protocol. | en_US |
