Abstract
This study was set to investigate the influence of stakeholder involvement on implementation of road construction projects, a case study of Mogadishu to Darussalam Road construction project in Somalia. The study was guided by the following objectives; i) to examine the effect of stakeholders’ involvement in planning on implementation of Mogadishu to Darussalam Road Construction Project, ii) to assess the effect of stakeholders’ involvement in monitoring and evaluation on implementation of Mogadishu to Darussalam Road Construction Project and (iii) to establish the influence of stakeholders’ involvement in resource allocation on implementation of Mogadishu to Darussalam Road Construction Project. This study was based on Theory of Reasoned Action (TRA) by Ajzen & Fishbein, (2017). The research design to be used was descriptive survey. The target population for this study was 202 participants. The study selected 134 participants involved in the implementation of Mogadishu to Darussalam Road construction project calculated based on Yamane (1967) formula at 95% confidence level (0.05 level of significance). This study also used both Questionnaire and Interview as the main data collection instruments. From the study findings the regression analysis results in table 4.8 revealed that stakeholder participation accounted for 61.2% of Mogadishu to Darussalam Road Construction project in Mogadishu and this was indicated by adjusted r squared of 0.612, this imply that stakeholder participation significantly affect the Implementation of Mogadishu to Darussalam Road Construction project Road project in Mogadishu, and this is indicated by the F-value=0.513, and Sig=0. 001. The coefficients table indicated that of all the aspects of stakeholder participation , Stakeholders’ involvement in monitoring and evaluation accounted for the biggest influence of Mogadishu to Darussalam Road Construction project in Mogadishu (β=0.513, Sig=0. 001). The study concludes that the reasons for Stakeholders’ Involvement in Planning and Implementation of Mogadishu to Darussalam Road Construction Project includes developing a strategy that would deliver the project goals and that the critical dimensions of time, cost, quality and scope can never be attained if a project plan is not in place. The study also concludes that proper planning of allocated resources establishes links between the past, present and future actions. Proper planning of allocated resources processes can be managed by the donors financing the assessed activities, by an independent branch of the implementing organization, by the project managers or implementing team themselves and/or by a private company. The study also concludes that the Stakeholders’ involvement in resource allocation and Meeting set goals and objectives, existing knowledge about the program from previous set goals and the decisions to which the goals will contribute are important factors to consider. A program that has been thoroughly tested in a context similar to the current implementation setting may require fewer resources to satisfy information needs. From the study findings and conclusions the study recommended that Organizations should continuously train all project staff and leadership on both stakeholder analysis and participation in their projects to enable them to competently involve all stakeholders in project implementation. The study therefore recommends that the community should play a critical role in decision making because they are the beneficiaries of the projects and know well projects are beneficial to them. Therefore, all the stakeholders should be involved in the choosing the project location, analysed the needs of the community in terms of the type of school and in financial analysis of the costs and benefits. The study further recommends that there should be good communication channel during the implementation stage to get rid of propaganda and misinformation especially information to the local community where the project is associated with the political class.
