| dc.description.abstract | The study investigated the effect of community participation on planning in local governments in Rwampara county Mbarara district. The objectives of the study were as follows: to find out the effect of community leadership on planning, to examine the challenges faced by community in planning and to analyze the relationship between community sensitization and planning. The researcher used a, cross sectional survey, and correlational research design. A sample of 3 93 respondents was selected to participate in the study using sloven's formula. Various sampling techniques were used namely. Cluster sampling, simple random and purposive sampling. Primary data was collected using questionnaires and interviews. Secondary data was obtained from the relevant documentary information. Research instruments used were questionnaires and interviews to collect data from the respondents. The findings revealed that community leaders involve all community members from the different sections in planning for their areas. The challenges facing community participation in planning have been established. These include; community is still finding it difficult to mobilize for planning meetings, the facilitation for community activities is still low, the Planning process involving community takes long time to be completed due to bureaucratic tendencies. It was discovered that Community participation and planning in local governments were significantly associated and correlated. It was recommended that there should be a need for prior and adequate training for the front runners of community planning to equip them with the procedures, roles and responsibilities for different stakeholders before enrolling the programme to the community members. This may give the leaders a clear direction on who is to do what, how to do it when to it and expectations from the programme. The finance and planning ministry together with the county officials should look into this issue and try to increase on the funding of the planning sector such that all the formulated plans can be adequately and timely implemented to give the community members hope and belief that their plans have been a success. This can in tum increase community participation in planning for improved community planning processes. | en_US |
