From the above findings show that public universities still have challenges in their core functions of teaching and research. Teaching as the major activity taking place in universities is generally done well, although there are still gaps which should be filled. There is also need for emphasis on research because this is an activity which distinguishes a post graduate student from other levels and the lecturers who are supposed to guide the students properly, are at times quite bitter and inhumane. Based on the findings of the study, the researcher recommends that Deans and Heads of department in public universities should cause their lecturers to pay more attention to teaching and guiding students in their research projects so that they teach in a manner which is fully satisfying to almost all the students this is why, by the policy of the National Council for Higher Education, students are supposed to assess their lecturers. Secondly, students’ research should be improved through the Deans causing the lecturers to fully guide their students and not to be harsh to them as if they committed a crime to go for higher degree studies.
